I asked my wife the (part-time) election lawyer for an explanation of how
such laws are constitutionally OK. Apparently charging by the minute, she
offered:

>restricting manner and means not content

Which means (Zen koan factor aside) that if the rule applies to all
candidates and is not content-based, it ok. I think.
