A very effective way of increasing voter turnout might be termed
*repelling new voters* rather than attracting them.

It works like this:  do unpleasant things to sections of the population
who previously believed that they weren't effected by electoral
politics.  Attack their favorite hangout spot, for example.  Or have
your police force raid the headquarters of a local charity and kick
someone in the face a few times, so that his injured eye can look out at
your target audience from alternative press racks for the next few
weeks.

People who previously have never been near a polling place will not only
vote, they will urge all their friends to vote, and they will do lit
drops and contribute money to your opposition.
