There isn't a difference between taking cash donations or getting volunteers

which mean that you have to spend less cash.  Dozens of volunteers to make

phone calls or drop literature means that you don't have to spend money on

paid phone callers or postage.  They seem exactly the same to me.

Just as a philosophical aside -

One of the ethical difficulties with campaign contributions from PACs is that 
they are bundled from individual contributions, and donated to a candidate 
selected by the PAC's screening committee or board of directors, usually 
without a membership vote, which may disempower the individual dissenter in 
an organization.

On the other hand volunteer time, while valuable, is still voluntary.
