Minneapolis does have this sort of program, though it's obviously poorly publicized. I think it's part of CCP/SAFE. Perhaps someone from there can give details. For my part, all I know is that when I was complaining about my neighbor possibly dealing drugs out of the house, I was told to get their license plate number and send it to _____ (?). They'd send the registered owner of that car a letter saying their car was seen in the vicinity of alleged drug dealing or whatever. Sue P.
