This isn't just a neighborhood initiative. It's,
theoretically at least, city wide. It's up to the neighbors
to get the license number of the car engaged in prostitution
and send it to CCP/SAFE who then send a letter to the owner
of the car, presuming the owner of the car still lives at
the address registered with the state. What are the negative
consequences to the owner? If the owner and the user are the
same person, and that person receives the letter, probably
nothing. If the owner's wife opens the mail, there could be
consequences--but they might never be public. If the user
has a company car, there could be negative impact, but not
necessarily public. At most, this particular john may not
come to the same area to find prostitutes again.
When the area (Lake St., Broadway, etc.) is notorious as a
place to find prostitutes, each john who doesn't return is
immediately replaced. No change.
So, the prostitutes get arrested, sometimes the johns get
arrested if caught in a sting or caught in flagrante
delicto. If the women are from a prostitution "ring", there
is the possibility that the ring will have consequences.
That usually means that the prostitutes find another pimp.
I have listened to Hennepin Co. judges rationalize letting
the johns go. And, there was one instance of a judge
admitting he used prostitutes about 10 or 15 years ago.
I would argue that this whole issue needs to be re-thought
so that we get to a solution that works.
