While examining the latest redistricting map, I'm wondering why our city ward
boundaries don't match up with the state legislative districts? Effectively
nesting these boundaries would seem to give citizens a clearer picture of
their elected representation. Also, it might foster more collaboration
between council members and state reps since their constituents wrapped
together in similar packages. Would things be improved by matching
boundaries? Currently, only the 6th and the 1st wards are represented by a
single state senator. The 11th ward is represented by three different
senators and four state reps. What are some other considerations regarding
this that I've overlooked?

Concerning the potential for a green candidate being elected in a new Mpls
district. I don't know for sure which district Pogemiller was referring to,
but I'll guess it to be the new proposed District 60. Currently, district 60
takes most of wards 10 and 7 and the north half of 13. From Lake Harriet up
to Kenwood, Bryn-Mawr into Loring and Elliot Park.

The newly proposed district 60 would take only people east of the lakes,
extending south out of Minneapolis and on into Richfield. Comparing this
proposed district to a 2000 election results map, it is clear that there was
substantial support for Nader in this area, but it doesn't appear at first
glance to be more concentrated in the new district 60 than the old. Infact,
it splits the Loring Park area (where some of Nader's strongest support was
found) out of district 60.

One last comment on the proposed district 60. It might not survive as drawn,
because it deviates from the ideal population by +1,289. This is the greatest
deviation of any state senate district in the latest proposal. I'm still not
convinced it gives an advantage to greens, but if it does, it may end up on
the cuttingroom floor anyways.
