I believe the numbers are down in ward 11 because
there are fewer children in the ward.  A real estate
agent has told my mother (who lives in ward 11), that
the most likely buyer of her house is DINKS (Double
Income No Kids).  My mother's house is 4 bedrooms with
two bathroom, with a full bastment (unfinished),
*perfect* for a family of 4 or 5.
I think fewer children is part of the answer.
