I ran a breakdown of the 2000 census figures for Mpls using the current ward
boundaries. As you can see, the big gainers were the 2nd and 6th wards,
while the four wards on the southern end of the city all lost population.
The minority population figures uses both the categories and the "official
count" used by the US Census. That means there's no sampling to account
for those who were missed by the census, nor are there corrections for
miscounts. Miscounts happened most frequently in areas where there are
multiple-dwelling units. So, if anything, the "true" population of
Minneapolis is likely to be higher,
and the population of central-city wards are also likely to be higher than
the official figures.
