Either the mayor is royally screwing the downtrodden, in thrall to middle management, or he has discretion over his budget as long as he's not exceeding it. Brauer continues: Personally - without knowing the receptionist in question, or any duties beyond answering phones - I would generally want my mayor to concentrate on people dealing with complicated policy than those who replicate phone-answering machines. ================================== EY: As one who gets irritated frequently with phone answering machines, I wouldn't say that a live person just replicates a phone answering machine. However, the excessive amount of time and energy spent on this one reinforces the general image of the City Council as a bunch of petty minded curmudgeons concerned more about who gets which office, and who chairs which committee, than how they can be effective doing the people's business. This stuff with micromanaging the Mayor to this extent makes me wonder if they are going to be up to the task of dealing with real and more substantive issues.
