For the record, MCDA staff did NOT accept Basim's bid. MCDA staff recommended
the highest bidder, who owned a successful Asian restaurant, and wanted an
additional location at 4th and Lake - owner occupied small business, vs absentee
landlord.
MCDA staff did not recommend the building be sold to Basim. Rather, the CD
committee, made up of council members, voted to sell the building to Basim, the
second highest bidder. Why? Council Member Niland made the motion, and said
"In deference to the wishes of Council Member Herron, I move that the building
be sold to Basim Sabri". That is in the minutes, and was widely reported by
KSTP last summer. One can only speculate about the motives.
