I lived for two years in Dakota County, and recall that the Cub foods in Apple Valley and South St. Paul both had bins for "returning" plastic bags. The bags could be from anywhere.
I have looked for those bins at Minneapolis Cubs and couldn't locate any. I don't know if it's a suburban thing, or if they just stopped the program altogether. Here's one thing you can do: When you donate stuff to the Free Store, Goodwill or wherever, give them your bags too.
