Minneapolis probably didn't declare a snow emergency because it costs about $250,000 every time we do one. With the budget the way it is and the snow removal budget usually underfunded, every snow emergency that isn't declared saves money and that money (if any is left) usually goes back into the general fund.The plows you see out there are being driven by the regular drivers working a regular schedule. Chances are they figure most of it will melt this late in the season.
