I think that part of this debate rests on the
definition of a snow emergency.  (And I personally am
unclear about it.)  

In other words: does the city only plow after they've
declared a "snow emergency," or do they do some of it
beforehand?  

If there is some graduated scale of plowing, wherein
the city plows some stuff (at least the middle of
streets) without officially declaring an emergency,
then yesterday's "late declaration" would be less
offensive to me.  

Mass irritation seems to stem from the idea that no
plowing at all occurs until after an emergency is
declared... If this is true, then count me among the
annoyed, considering the fact that I had shoveled my
corner property twice before the six-o-clock news
yesterday, when the snow was still coming, and no word
from Mpls about plowing.

Can anyone clarify these details about when plowing
occurs and to what degree?
