Tim I for one won't call you inflammatory - just accurate. I am a little surprised about the licenses being mandatory because it is such a hassle to get one. When I bought my son a brand new Schwinn I decided to get a license so he would have a leg up in case it got stolen. I had to go to the Department of Motor Vehicles in St. Paul (you heard me - MOTOR VEHICLES). But first, I had to make several calls to our license happy MPD just to find out where to go in the first place because nobody knew. If this is so important that people have to be beaten and their property confiscated for it why isn't this info more accessible? The hoops I had to jump through in St. Paul ate up a good part of a day off.
This license law seems like those Minnesota sodomy laws the religious right is so desperate to retain. They aren't generally enforced but are kept in reserve to be used against people the police and prosecutors don't like. However, before I make any more statements about the law, I'll try and spend some time in the law library first (This isn't any less embarrassing due to the fact I happen to have a law degree).
