Because in some cases, a divided neighborhood ends up with zero city council members looking out for the neighborhood's interests, since the neighborhood represents a smaller proportion of each of the wards. In the Marcy-Holmes Neighborhood Association (Marcy-Holmes is split between wards 2 and 5, with a block in Ward 1), we've gotten more attention from the council member from ward 2 than from ward 5, but there have been times when I wondered if there was anyone representing our interests in City Hall.
