We have had several chiefs, but none has changed the situation with real 
and/or perceived brutality against the populace. It would only be worth 
our while to change chiefs if we could find a chief who would (1) know 
how to change the culture of the organization, (2) be hired TO change 
the organization, (3) want to change the organization. I have a feeling 
that Olson was not hired with the goal of changing the organization in 
mind. He had written stuff about community based policing before coming 
here. At the time those in our population who were saying anything were 
saying community based policing. I wonder if anyone read his stuff to 
find out what he meant by "community based policing." My sense of that 
was that his notions of community based policing and that of the 
community were two different animals. Before SSB went about trolling for 
a new chief, people were saying "community policing;" SSB translated 
that into "community based policing." They ain't hardly the same thing.
