State law prevents any redistricting from occurring until the state has completed their redistricting.  They did not complete their job until March 19.  Technically, the City could not begin until the state finished.  Therefore the tight timeline.  We met to discuss parameters and what we could and could not do legally, but maps could not be drawn until March 19.

Not a perfect process, but that's what we had to deal with.
