Tamir, not to worry; this is impossible. No one (other than the housing market) can prevent anyone from running anywhere, including Dean moving back into the new 6th. The only requirements are: Be an eligible voter (21 or older) Reside in the district for 30 days prior to the election (see: http://www.revisor.leg.state.mn.us/stats/204B/06.html) It's a pretty open deal - so open it looks like you can file for election even before you live in the district - regardless of whether the next election happens in 2003 or 2005. The Redistricting Commission may force candidates to move certain places for the best electoral chance, but no one can prevent an eligible candidate from running.
