RG I don't believe this is in our current system of government regulations. I believe you have it confused with something you learned either in your physics class or from the wisdom of your mother. The rule is the same, if you are on a bike around cars that are bigger than you, you will loose in any collision that takes place. So you are better off if you stay out of their way.
