Although I have not looked this up, I was told by someone who claimed to
that the ordinance is more nuanced: that there is no biking on sidewalks
in commercial districts, but biking on sidewalks in residential areas is
fine.

Not sure how commercial districts are defined. Not even sure if this is
for real. Does the commercial/residential distinction ring any bells
among the bikeophiles out there?
