Just skimmed the McKinsey report that Vicky Heller referred us to: http://www.ci.minneapolis.mn.us/citywork/mayor/docs/Phase1Summary.pdf
What a sorry, dysfunctional mess our city "government" is. I'm hoping that since the Old Guard has been replaced--the people who let it or helped it happen--now maybe the New Guard will start looking at serious structural/goal/personnel/accountability changes and create a new M.O. here. Incremental change from this baseline would be useless! Significant institutional change (Planning vs. NRP vs. MCDA?) and personnel attitude (the departments don't talk to each other and their inspectors are inconsistent and unhelpful to citizens) is imperetive. Check out the report on the Padilla-Spear (sp?) decision and the comments made about inspections. Vicky asked: "Where's the outrage?" What I would ask of all our long time stewards and defenders of the status quo is: "Where is the shame?"
