This according to the McKinsey & Company report (page 5) issued to Mayor
Rybak and the City Council on 3/25/02.

The exact quote:

"Over the past 5 years, the city spent nearly $1 billion through MCDA, NRP,
and the Planning Department.  During this time, the city gained only 57
housing units and had job growth significantly lagging suburbs.  The city's
financial situation is uncertain."

Does anyone else wonder what happened to all of that money?

Mayor Rybak said in his "State of the City" address that he would have to
TRIPLE property taxes over the next ten years unless significant cuts in
spending occur soon.

Where's the outrage?
