There's a problem with this because the city could not justify (not that 
that ever stops municipalities) exercising the law on one neighborhood 
and not on others. It's still a private club forcing city policy on one 
neighborhood without even informing the neighborhood that they were 
going to ask for such a policy--before the fact.

I wasn't seriously suggesting that the cops patrol. However, I would 
suggest that the Heritage homeowners club could be responsible for the 
cleanup to get an idea of what they are expecting of neighbors they 
failed to consult BEFORE requesting a pilot project.
