Barb -- I suggest that you find out somehow what insurance company provides the liability insurance for that store, and then send a copy of your complaint to that insurance company. Include a note saying that you thought they would be interested in this, since they would be responsible for paying for any injuries caused by the fireworks that were illegally provided to a minor by their client.
I'm quite sure that the insurance company will bring this to the attention of the store owner, and that both of them will spend some time thinking about this.
