Well, I know one option that's available. Minneapolis sponsors an "Adopt-A-Litter Container" program for residents and businesses to take part in. The container is delivered for free and participants can either request the City empty it for a fee ranging from $12-$36 per month, depending on how often it is emptied or the participant can pledge that they will empty it themselves at least weekly and be charged nothing.
The application form for this program is available on the Division of Solid Waste and Recycling web site at http://www.ci.minneapolis.mn.us/citywork/public-works/solid-waste/ I just downloaded one to request a container for out front of my house since I live along a bus line and riders have a tendency to dump their empty beverage containers and other trash in my yard. I don't know how long it will take to get the container, but I'll bet our esteemed Trash Lady can tell us. :-) I would encourage downtown workers and frequent visitors to perhaps suggest to the owner/manager of a favorite establishment that they might participate in the program.
