Right now with private companies offering a much higher pay for the same or less demanding work, less people would consider law enforcement as a profession. Another way of improving the department is to look into other departments that have a good working relationship with the community and see how that can be incorporated into the current department, this is not exclusive to domestic departments, but also departments from other countries, for example, Japan.
