Two points...I order to have a city manager you have to change the charter. 
Tough to do. Secondly and the point McKinsey didn't point out...in cities 
with a city manager, the mayor is usally part of the council, runs the 
meetings and votes with them but certainly doesn't have the power the 
current mayor has even with a weak system.

So you either have a city manager with a mayor as part of the council or you 
have a strong mayor. But you don't have what we currently have plus a city 
manager.
