Thanks, Dennis Shapiro, for doing some homework on this. As Steve Brandt pointed out, it's very easy to spout off on this list, but much harder to do some research.
My un-researched spout: Maybe it makes sense to change the city's organizational chart and make the city coordinator, in essence, a city manager - with all departments flowing through the coordinator. It won't stop council members from contacting department heads, but maybe the department heads would be more effective without having 13 bosses.
