Ahhhh....I don't recall anyone saying there was a huge problem with plugged sewers in Phillips. Did someone or are you just using them as an example for something?
I used to live on Lake Nokomis. When the rainfall was heavy, the sewers used to always flood. It wasn't because they were dirty and leaf blocked from debri.
