Tim Connolly said that he observed that the storm sewers in Phillips were all blocked 
with debris
(not litter) along 26th Street -- and that they were "magically" clear as soon as he 
hit Whittier
and westward.  He also guessed that the storm sewers were clear in Seward and wondered 
if this was
neglect by the city in not keeping the drains clear in that neighborhood or just one 
more thing we
could blame on the poor?  I am paraphrasing -- that was my understanding of what he 
said.  If you
want the exact quote, I can look it up.  Anyway, that is the post to which I attempted 
to respond.
