I read the article that you linked to, and I'm hoping there's something that was left 
out of your post, because I'm trying to figure out: 1. How you get from the 
Implentation Committee's actions to your somewhat misleading and libellous Subject 
line that insinuates a sinister plot by the Mayor (perhaps he is secretly Dr. Evil in 
disguise?), and 2. Why you would focus on the Mayor in this, when it seems IF there is 
a coverup, it would be from the Implentation Committee or the Library Board.

Reading the article you linked to, it never actually said that RT actually supports 
this situation, but rather offered POSSIBLE explanations to the reporter for why the 
drawings weren't being released.  Maybe he does, maybe he doesn't but from my read, it 
sounded more like he was empathizing with the reporter than supporting the "cover-up", 
 but even were it so, why are you dumping this on the Mayor and not the Implementation 
Committee?

I would think if anyone's end goal was to make the public aware of this, or the 
public's "right-to-know", that the pressure and focus should sit squarely on the 
Implementation Committee's shoulder's which is appointed by the City Council and the 
Library Board.  Isn't that where the "cover-up" should be pointing?  And if this is 
about the public's "right-to-know", shouldn't that be the direction that questions are 
put?  Sendin it anywhere else would seem to waste time and draw attention away from 
the real issue, in my opinion.
