Exactly.  When I went to the Property Rights Action Committee Demonstration 
on this issue, Dean Zimmerman said he thought this was a possibility and he 
would look into it.  CM Lilligren also told me that was an interesting 
idea, and he would look into it.  He has since rescinded that on this list 
-- and said he thinks Joe Biernat should keep his committee 
chairmanship.   This is especially ironic since Lilligren ran partially on 
a high ethics and integrity platform.

Ethics have to start from the top -- and Biernat is setting a bad example 
for other city employees.
