Any reputable tree service (Rainbow Tree Service is particularly good) can do a preventative treatment to the trees roots. This should be ideally done as soon as dutch elm is detected in an area. The issue is that the treatment is not cheap (sorry, I can't provide a quote) and may not be successful. If the trees are in a boulevard, the city should ideally pay the cost; the sad part is the funding is not available. Thus, if you want to save a particular tree, you may have to fund it yourself.
