I have an agreement for anyone that wants to put a lawn sign in my yard.
If I support the person and they want a sign, they can put it there, but
they must agree that if the sign is not removed within 24 hours after the
polls have closed, they will publicly EAT the sign board. It's amazing
how quickly the signs come down. Maybe we should do that for any
sign left up on public property after an election is over.

I put signs up for a campaign last year, and had a list of names and addresses for every sign requested.After the election, we went out and collected them. Of course there were signs we didn't have on the list, but we collected them too.In my opinion, after the deadline anything that's still out there should be removed by the city, and cleanup costs charged to the candidate who's name is on it.
