While I don't remember what the ward was numbered in the mid-'70's when I lived at 9th & Marshall St. NE (which is in today's 3rd Ward), but I do remember that my ward straddled both sides of the river just as the current ward does. My Council Member (called an Alderman back then) was Lou DeMars. And after Lou retired, Van White, the first African-American elected to the Minneapolis City Council, took Lou's place. Van lived on the Northside side of the river and the west side of the ward. Jeanette May, long time NE Mpls. resident, could no doubt share a whole lot more information.
