Yes, the time when people are actually driving by and want to stop and get coffee on the way to work, pick up stuff on the way home. Most people who work actually do those things on their way to work and on the way home. Duh!!

Actually, the project said it would take parking off one side of 38th
street from 7-9am and the other side from 4-6pm. Standard rush hour
parking stuff.
