I would like the Mayor to support an anti-war resolution from the Council for 
the following reasons:

- Increased military aggression in the Middle East will do NOTHING to protect 
the U.S. from further terrorist attacks - on the contrary - it will incite 
more. This is a critical issue for leaders of urban centers - the primary 
targets of terrorism. The face of war has changed in that the "front" can now 
be delivered to any doorstep, by any unorganized agent. This makes it vital 
and necessary that we engage locally with U.S. foreign policy, in the 
interest of public safety.

- The City of Minneapolis receives Federal funding for many programs that 
keep our city healthy and viable, including transportation, special 
education, affordable housing, TANF, medicare and Social Security, and more. 
We have a right and a duty to question the wisdom of potentially bankrupting 
these programs to pay for a preemptive military strike.

- I believe democracy - government by the people - is well-served by 
constructive dialog among ALL levels of government. Jurisdictions were not 
created to stifle debate, but to enable better access to government by the 
people. I am pleased that a number of our Congressional reps have opposed 
military action in Iraq. They need our support. Their voices will be 
amplified by resolutions from local government agencies as well as from 
activist groups.
