It seems to me most of the public arguments for a state-owned casino are two sides of the same coin: "Why can't we start making some money on this? The reservations are doing it already, so it's not really an ethical problem if we do it, too." If only it was so easy.

The big picture seems to be this: if you're not exporting the gambling losses to a population outside your own jurisdiction (as Las Vegas and most reservations have done), you're going to pay triple for those losses down the road in higher social and criminal justice costs.
