It seems to me most of the public arguments for a
state-owned casino are two sides of the same coin:
"Why can't we start making some money on this?  The
reservations are doing it already, so it's not really
an ethical problem if we do it, too."  If only it was
so easy.

This is the site for a Frontline report on gambling,
complete with pro and con arguments from multiple
authorities.  The big picture seems to be this: if
you're not exporting the gambling losses to a
population outside your own jurisdiction (as Las Vegas
and most reservations have done), you're going to pay
triple for those losses down the road in higher social
and criminal justice costs.  So much for the
perpetual-motion machine.
