The letter referenced below was from Robert Cooper, of the MCDA's
Community Outreach Department, not Robert Miller.  Sorry for the
mistake.

Hey, and while I'm at it, I'd love to know of other neighborhoods that
do not allow business representatives or nonprofit representatives to
vote or become members of the NRP designated neighborhood group.  This
seems odd, given the state law that says: "the neighborhoods must
include the participation of, whenever possible, all populations and
interests in each neighborhood including renters, homeowners, people of
color, business owners, representatives of neighborhood institutions,
youth, and the elderly."
