I didn't say that NRP doesn't encourage the
participation of businesses or anything the like. I
said, MCDA policies do not require MCDA recognized
Citizen Participation neighborhoods to allow every
business owner, employee, or otherwise to show up and
vote. The word is require. I did not say they don't
allow it. 

My own neighborhood allows business owners and their
employees to vote in our neighborhood. That has caused
for great contention on a vast number of issues.  

I do agree wholeheartedly with the requirement that at
least 60% of the board of directors has to be
residents. 

NRP has a stepped policy of requirements for all
community endorsements regarding the expenditure of
NRP funds. And yes, we do require outreach to the
varied communities that exist in each neighborhood.
The participation agreement submitted to the NRP
Policy Board by each neighborhood speaks to how the
neighborhood intends to do outreach and who they are
doing outreach to. Demographical information is
presented in this document.

When the plans are submitted to the city for approval,
we ask each neighborhood to speak about the process
they followed for outreach and endorsements of the
planning process.
