In Whittier, we spent nearly $2M on affordable
housing. Most of this housing is occupied by persons
of color. 

The Whittier School which was non-existant before NRP
has a population of well over 90% people of color. 

The renovated Whittier Park building which was
virtually empty (except for drug dealers) prior to
1995 primarily serves youth of color.

The bookmobile which was done as a Whittier NRP
project and augmented by funds from Prospect Park NRP.
The circulation for the bookmobile has been primarily
either public housing locations or youth serving
organizations.  In fact I just saw it this morning on
my way to work at the Childcare center on Park and
28th St. This agency serves primarily children of
color. 

In Elliot Park, the East Village project has a large
number of residents of color. The store the
neighborhood purchased and rehabbed was purchased by
and is still run by a Somolian immigrant.  

In Phillips we know that nearly $10M dollars was
allocated in the plan to serve people of color. Based
on the remainder of the plan, it would certainly be
fair to draw the conclusion that many people of color
were also served by those strategies as well.
Substantial NRP funds were given to the Anderson
Family Resource Center. This center serves primarily
families of color. There were many social service
agencies that recieved NRP funds in the Phillips plan.

In Longfellow as we speak a major renovation is
occuring to buildings on 27th Av. and Lake St.  NRP
funds were used to help with this renovation. The
businesses in these buildings are primarily occupied
by persons of color many of whom are first generation
immigrants.

If someone pulled all the information related to the
NRP projects and the populations that were actually
served with the expenditure of NRP funds then
conclusions could be drawn with factual statistics and
not conjecture based on a persons limited experience
with the NRP program.
