I don't think they ever expected to actually pass the bill in this form. This is a red herring, designed to open the floodgates. What the republicans really plan to do is to pretend to compromise by backing down on this bill, and instead do something like removing the protections for transgender people, or greatly expanding the existing exemptions for religious groups in the Human Rights bill, to the extent that nearly anyone who claims to belong to a religion can discriminate.

But not only is
Karen correct about the governor's intention, Don Jorovsky is correct about
the inclination of the Senate to reject the bill. Can't make it. I'm not
even sure it could pass the House.
