We could simply change the hours that government offices are open. Instead of 8:00 to 4:30, why not 10:00 to 6:30, or 1:00 to 9:00 p.m.?
Not only would traffic be spread out more evenly, more parking downtown would be available for commerce, and people with private sector jobs could actually use the government services that they pay for.
