As to Mr. Hohmann's question about  public pensions changing from defined
benefits to defined contributions, that would be an issue to be negotiated
between the city and its unions.

With the exception of  less than a half-dozen former City employees who were
grandfathered by legislative action when the MCDA was created, MCDA
employees are in a defined contribution plan.
