stable lives.
And is the only current or former Council Member still living in the redistricted Ward 8!

So he's paid his debt to society, and is eligible to run again for the Council (even if he can't actually vote in the election).

Interesting: the black guy has been convicted, done his time, and been released from prison for accepting a bribe. The white guy who gave the bribe has yet to even face that charge in court, and is still living in his mansion in the suburbs. But as we all know, justice in America is color-blind. Yeah, sure!
