While I agree this issue is heading in a fishing expedition manner, I don't
think its there yet.
Victoria asked a legitimate question, and got a partial answer.  someone
else pointed out that here question really didn't get answered.
I too am curious when and or if the 5 mill will get paid, or if it will be a
bookkeeping thing and no actual money is ever seen.  
Too many of us on here are curious about the workings of our fair city and
deserve honest answers to questions such as these.  After all, we've been
accusing city hall of all kinds of misdeeds with our money.  MCDA gets
bashed regularly on here for some of its bookkeeping measures.
The light of day and honesty only need be feared by evil doers, whether
that's someone that robs my house or my tax dollars is irrelevant.

Geez folks, can't you take $5 million for an answer? The rest is nitpicking
and wishful thinking after the original accusation that Target Center
delivers no taxes to the city proved to be baseless.

I don't mind getting details from public officials, but this is starting to
feel like a fishing mission...after one pulls up a boot.

By the way, the city is obligated to pay about $1 million annually for
Target Center improvements, so even if there is some grassy-knoll
accounting, there would still be a $4 million net gain to the city.
