I too, am curious how an Interim Director of a not-yet-established city
department can hire managers to direct yet-to-be-specified development.
I'm not so much commenting on the qualifications of the choices
(although several recent posts here are encouraging) but as to the sense
that Rybak, Fey, Sheehy, and the City Council are building a power base
that excludes outside participation *before* decisions are made as to
the inclusion of NRP and the neighborhoods. The NRP discussion won't
come before the council until Aug 4, too late to run a full Council
cycle before the CPED decision on July 29, or Rybak's budget release in
mid-Aug.  

Observation: Lately, Lee Sheehy has signed letters as "Executive
Director, Minneapolis Community Development Agency."  Does anyone know
when and how he became director of the MCDA? To the best of my
knowledge, he was only hired as an interim director of CPED.  And
wouldn't it have taken a vote from the MCDA's Board, A.K.A. the City
Council, to approve his hiring as such? I seemed to have missed that
action.
