primarily what we're dealing with is gangs and territory, and for that reason it will not just "pick up and move to another neighborhood." The reason being is because of territory. Gang membersdeal inside their "territory" and as such are not going to move into someone else's because of police pressure or street patrols.WM: I think part of this configuration is that police are arresting gangbangers and many of them are from out of town. When they got here, there were local "gangs" already in place. As pressures in other states get heavier, the bangers move. Here at Oakland and Lake area this summer, we've had one arsoned house, which house was in the process of being renovated. One business was firebombed, which business belonged to a local gang leader who has been here since birth and is now in his thirties. This is a clan and friends gang, the Rolling 30s Bloods. We've had four shootings this spring and summer, so far, and one which may have been an early warning of things to come. Tyeisha Edwards was a victim of this situation, she's about six blocks from here, half that as the crow flies. We've had one vicious beating that I know of and probably more. Seldom does a week go by when we are not calling in shots fired winter and summer.
They may move within their territory, but to do the other brings gangwar along with arrests. Dealing may increase, but it's in a place that has already had these problems, the gangs are not moving out to Eagan all of the sudden.WM: At this particular dot on the globe, we have gang warfare. The Rolling 30s also have a fair number of relatives over North, so they move freely back and forth. When they try to hide themselves in that "he my cousin" crap, it's very often true.
Early yesterday morning some clown was loudly bragging to the back of a moving female that, "I only been here two days and I'm in Northside, here and in St. Paul and I make more money than he does." (I think the female must have turned down his amorous advances. Wonder why?)
I'm noticing a lot of Serenos 13 graffiti and Latin Kings so I assume they're pushing in. According to the cops, Latino gangs operate on a whole different set of principles (this may not be the best word here). First, they're in for life; Edward James Olmo did a movie about Latino gangs several years ago.
Girls and young women are complaining that their number one safety issue is prostitution. At National Night Out they wanted to fill out surveys about their safety concerns. (Getting young folks to fill out
surveys is like pulling teeth usually.)
One book I found very helpful is Land of Opportunity by Wm. M. Adler about the Chambers Gang of Detroit. It will give you some insight into how the internal mechanics of a drug/prostitution gang operate. Available at your Minneapolis Public Library.
