Exactly who does it benefit? I haven't read anything here about that. I haven't 
heard anything about that anywhere.
    Does the inspections department get used for someone's 
political/financial enrichment sometimes? Yeah, I'd certainly imagine it does. But 
that's 
imagining (except for "Hard Times" which was egregious). I think I'd like a lot more 
facts before speculating about "dirty work".
