I believe that when St. Paul got around to creating a uniform numbering
system for its streets, the bureaucrats took the easy way out, in a far less
mobile society, and just assigned to each house the number which had
previously been assigned to its water meter, and then filled in the gaps
when needed.

P.S.  I'm not slamming St. Paul.  I like the city a lot.  There's just
no rhyme or reason to their streets and the numbering scheme is for the
birds.  About 360 yards per 100 numbers follows what rule?
